Correct. If the 85th percentile speed is about 60 mph, this means the highest percentage of drivers will be in the 10 mph band from 51 to 60 mph (+ or - 2 mph). Driving at 45 mph or below will put you in about the lowest 10% of the flow when conditions are good and that is a LOT more dangerous. A 45 posted limit is asking drivers to take higher risks of being in crashes and most will not comply.
