After brokering this land deal, Jencks told council members that he can’t find any way to finance construction of affordable townhouses on the site. He blamed his woes on the glut of foreclosed homes competing with his future development.
The proposed project would be alongside a busy mega-mall, the developer of which promises to create “one of the island’s largest intersections.”
