With the controversy over the planned South Maui mega-mall continuing to heat up, I'd like to offer this compromise. If I understand it correctly, this project is to be built at what will be the junction for the way-overdue Kihei-Upcountry road.
I would suggest that plans for, and construction of this mall (and anything else currently being planned for that immediate area) be put on hold pending the completion of that new road. Once the road is in place and functional, then, you developers can jump right in and finish your dumb plans.
I'm not comfortable being a pessimist, but, as folk singer Robert Zimmerman once sang, "Money doesn't talk, it swears," and, regrettably, I don't see that project not happening some day. Sad.
